Can someone tell me if a child wasn't put into the right program until 3rd grade and didn't learn to read until 3rd grade does it qualify him to receive tutoring by the school district and does it say that in the no child left behind act?

Ther are so many variables to this question, so the best answer I can give you is doing research at wrightslaw.com and ldonline.com. They have unbelievable resoources to you get answers to your questions. Wrightslaw also has training sessions throughout the country, and I highly recommend them.
