No your child cannot be forced to repeat the first grade. You as the parent will have the final say. That said, you need to create a meeting with his teacher, the school principal and the school counselor. What needs to be looked at is the emotional and mental state of your first grader. What is his teacher saying to you? What are the reason or reasons of why his teacher wants your child to repeat the first grade? Has he been seen be the school counselor? What does he or she recommend? Finally, what does your child think of perhaps being held back? All avenues need to be looked at thoroughly and with utmost acknowledgement that you are all making the best decision of what will serve your Childs needs moving forward. No egos involved. This is an important decision that will have an impact of how your child moves forward in the school system. Listen to the experts and then listen to your heart. You will do the right thing.

I don't think any child should be forced to repeat any grade. The teacher should inform you why your child must complete the grade. If your child has a learning disability and needs help, you can have your child evaluated to get their IEP recommendations from a professional. Once this is done, you can check with the school they're attending to see if they can provided the services, if not get in touch with the the Bd. of Ed and see where your child can be placed in your school district and/or zone to get the services he or she needs to learn effectively.
