I am the founder of a children’s literacy non-profit. We are actively working in the State of California with the NCLB funding program. This article that I am going to give you is the best research to date that I found that may answer your question.

The program has flaws. There is not one size that fits all for this type of assessing. I hope by perusing this article you may have an "aha" moment. All I can say is that when I started my children’s charity that I couldn't find any private funding that would back a non-profit attempting to do "good works". The Federal Gov't NCLB Funding was the only source that we could apply for that would grant us monies to do our literacy work for our children. So please keep this in mind when you are questioning the parameters of this program. I am just grateful that the program exists. It can only get better. It usually takes 3/5 years to work out the bugs on a newly funding federal program. Hang on.
