How can you tell whether a teenager is going through a phase of normal teenage "rebellion," or whether they may be getting themselves into serious trouble?

Trouble? That can be on a continuum -- parents. school, the community and the law. Minor infractions of rules to major problems with breaking the law.
Rebellion is "normal" and teens do test the limits of the rules, yet limits are very important and must be consistent. Most teens report that they expect their parents and other adults to let them know what is expected. Safety and respect are paramount in setting limitations. What are the basics for any parent: know where your child is, what they are doing and who will be there. As the teen shows responsibility, more freedom may be allowed as long as responsibility and safety are considered by all.
