Hello!   I assume you're asking as a member of the school administration.  There must be some sort of policy determined by the school district regarding attendance and that you have followed up with phone calls and letters.  Some school administrators even pay home visits.  The school district may have a special unit of staff members whose responsibilities are to contact the family and coordinate with the local Department of Social Services and possibly the District Attorney's Office which could require the family to send children to school if the child is not ill and merely kept away from school.  Counseling services should be available to help the parents and support the child's educational opportunities.  Hope this is helpful.
