Please report his behaviors to the school and document them regularly.  By creating this paper trail you will be able to show the different things and ways that he encourages this sort of behavior.  Then take your findings to authority figures at the school.  It could be the prinicipal, super intendent, or school board.  Upon presenting the material, simply state the facts and the concerns you have based on these facts and see how they respond.  If needed, it may also be good to get some other students, parents, or staff at the school to come and share their experiences and perceptions as well.  Be objective and open without being too aggressive or critical.  If you go in with an oppositional attitude, they will be less likely to listen.
