Power source is definitely an issue, especially for older computers.  Portability might be an issue for desktops.  And maybe most important, computers are not creative so when creativity is key to solving a problem, computers aren't effective.

There are several instances when a computer might not be effective. Maybe you don't know how to use it properly to do the task needed - drawing a picture on the computer versus drawing with a pen and paper. Maybe you're going to be on a long road trip and need to do some research - while a laptop could last on battery power for a while, a book might be better in this case. Finally you could argue that a computer isn't effective when writing down ideas if you cannot type as fast as you can write.

There are many instances when computers are effective, but depending on your skills and the task, sometimes they are not the most effective solution.
