I'm not a farmer, but my guess is that the more water which stays in the soil, the less will run off and be wasted.  Certain plants require good drainage (they don't do well if their plants sit in water), and other ones like moist soil. Picking the right soil for the plant is important. For the plants which like wetter soil, the farmer could save money and resources by having soil which holds water.
