Different children develop speech and language at different rates.  At your granddaughter's current age, she should be speaking with a few more words on a monthly basis. Since she passed a hearing test, you may wish to consult the following links for information about speech-language development.  

If you still have concerns, it's best to speak with (or have your granddaughter seen) by a licensed speech-language pathologist.
