Can The headmaster force girls to wear skirts?

My sister high school is changig to an acadmy in the next coming months the headmaster has sent a letter to the parents basically saying he is buying the school uniforms so the puplis have to were what he has choosen.
The summer Term (as he puts its)will run from 1st April-31st Oct durning this time the girls are to wear shirt, and skirts
The Winter term will be 1st Nov-31st March the girls will be allowed to wear trousers.

Does he think we live in the tropics or somthing, we have had snow before both theses dates.

Surely he is infringing Th Human Rights Act 1998 that states :-

-the right to liberty
-freedom of expression
-the right not to be discriminated against in respect of
 these rights and freedoms
-the right to respect for private and family life

My sister walks the 30 mins everyday to and back from school surely this is the same for most of the school, we quite often have terrential rain downpours in the summer, i can see the attendance rate of most of the school dropping if there to get freezing cold and soaking wet
