I think they are saying:
2+9=1x ten and 1x one - you are breaking apart the 11 into a ten and a one.
Put down the "one" and carry the "ten" to the tens column. So then you have 6 tens plus 1 ten = 7 tens = 70 ... plus the one in the units column=71
