The Moon itself is made of rock. The surface is covered in a layer of "space dust", debris from comets, asteroids, etc. Also, the dust comes from meteors that either impact each-other in space and settle on the Moon or crash into the Moon's surface and force debris into a cone shaped impact crater on the surface. Since the moon has no atmosphere (wind, rain, weather of any type), anything that lands on the Moon just stays there without being blown away.
