Hi wanda1,

According to their web site The National Association for the Education of Young People is an organization whose goals focus on the "quality of educational and developmental services for all children from birth through age 8."
And a lot of their recommendations influenced or were included in the Higher Education Opportunity Act and the Head Start Act, which have to do with Head Start programs in schools.
