These two equations yield perpendicular lines.

Perpendicular lines have slopes which are opposite reciprocal of each other.  In the case above, the slope are m = 10 or -10 and m= -1/10 or 1/-10.

Parallel lines have the same slopes.  The two equations do not have the same slope so they cannot be parallel lines.  If the equations are for example....

y = 10x - 11
y = 10 x + 17

then they will parallel lines.
