Actually your question is usually the exact opposite- so many people feel that students in the suburbs get a better education that in the cities.  Obviously this question depends on the specific school, not location nor environment, etc.  A good school is a good school no matter where it is located.
 
At the end of the day, the teachers and the principa are key to a quality school, and this can be found anywhere!!
