Reading Requirements

Can a child be held back because they have a B in reading, but A's in all other subjects? The reason the school gave the parents was, that they require their students to be able to read 90 words a minute. The student reads 87 words a minute.  Is this allowed in the state of Pennsylvania?  The student is in third grade and is being held back because of this.
