Should I allow a repeat of 2nd grade in a different school?

My daughter is 5 but has just completed K in a private school where she can complete 1st and 2nd. After that she joins the local public school. At that level, can I make her do 2nd grade again (which is age appropriate?)
The other option is just to let her start K in the public school now..(repeating K)
Really I want to know is it a big deal psychologically to make a child repeat 2nd grade if it's a totally different school and different friends??
