How do you know if you should retain your child?

My child is going to the third grade, and has always been behind the curve on maturity level with her peers.  This has caused significant behavior issues in her classes.  Even though academically she does well her behavior is a problem and hinderance to doing better.  I've had two teachers suggest that we hold her back a grade due to maturity issues. An example was given to me would you place a newborn in the same class to learn as an 18 month old child.  My daughter's pediatrician does state that late birthdays do present a problem with children and their peer group.  I don't know what to do, she just doesn't have the maturity or attention span of the other children in her peer group.  What do you think, should I consider retaining her in the second grade.
