Can school deny occupational therapy when services are being provided outside of school and therapist recommends for school to provide therapy?

My son is turning seven and is now in 2ND grade. He has struggled academically and behavior wise since kindergarten. He was recently diagnosed with speech problem and sensory processing disorder and despite his diagnosis the school has refused to provide therapy in school setting. Can the school deny services even when his education is being impacted due to lack of support?
