Probably.  In my experience, nothing moves quickly with the College Board organization.  When you consider how many students are taking this test and how clumped in time the test taking is, it's not surprising nor a criticism.  Any manual step in the process probably involved delays waiting for someone to become available to do the review than the time it takes to do the review itself.
