Your question has a very broad answer. Could a level of education be measured by what percentage of people graduate from high school in a state? Or maybe by SAT scores? Attached below are some statistics from the census bureau on education, as well as the College Board's SAT scores by state.

If you had a different metric in mind, your best bet would be to search for that metric by state.

yes your question has very broad answere. but as far as concern to the growing level in educatioin i think gujarat  doing its best. tamil adu is also going on increse its level but for the oporunities tamil people has to come in another city/state.
