teachers history

I know of a teacher who's credentials were revoked who is planning on getting them reinstated after a year.  She claimed that she lost her credential from a DUI, but after some research, I found out that she was forced to resign from her last teaching job almost a year and a half before she got her DUI.  Is there any way to find out why a teacher was forced to resign and then had their credentials revoked?  It was also curious to me that she was forced to resign in 2009, but her credentials were not even suspended till 2012 and not revoked until 2014.  I know that the California codes she violated were 44421 and 44345.  But the descriptions of those codes are extremely vague and broad.  Any thoughts?
