There is no good time or bad time to tell bad news.  The relationship should be of such a nature, that you can be comfortable in any situation to speak about the bad news.  I do think you can ask the person if you may inform them of an unpleasant event and this might just be accepted in the correct way.  The tone and body language sets the stage for the information to be put across.  Soften the blow if you have to.  Good luck.
