What is an appropriate time to stop my 3rd grader from doing homework, when he exceeds the 30 minute rule?

My son is in 3rd grade and has started bringing a new spelling assignment home which causes him some stress and exceeds the 15 minutes that the teacher claims he should take on it. He is nearing an hour if not more to complete it this does not include the math homework he needs to complete and the 20 minutes that he needs to read every night. Do I let him complete regardless how long it takes even if it goes way into the evening disrupting dinner and/or his play time? Or stop him at 30/45 minutes in?
