Generally speaking the airline will check at the airport before they issue your flight ticket. if the destination country has visa requirement for your nationality you will not be able to get on a plane without the visa to that destination.

For asylum seekers will visit a neighboring country or "friendly" country and then when out of their own country will approach the embassy of the country they wishing to seek asylum from and start the process.

OR get a visa to that country and while visiting it will ask for change status.
