I beleive in a school where students are predominantly black/minorities and teachers are majority white there is a tendency to underestimate the knowlegde of parents and sometimes teachers take practice in their own hands with no
concrete regulations or policies to abide by. When this type of "I'm in charge strategy ''  goes unchallenged then this school may appear or present itself as one of the best. Qualifications and appropriate data appear to be lacking to accurately show the success rate. In all schools there are certainly some that meet qualifications and very skilled, and Pizzo is no exception
