There are a handful of great teachers but in general it is run for the benefit of staff and not students. This is reflected in poor test scores.
Students are expected to "fit in" to the prescribed program; the school has no meaningful policy to address individual needs of students, rather this is in the hands of individual teachers. Poor classroom performance by teachers is tolerated. Adherence to prescribed text books in social studies and reading is too heavily relied on; more creative approaches are, in general, ignored.
