No control over students

I think the school allows too much bullying in school and punishes the wrong kids for their actions.  There is many many times where I know of someone being bullied and the school does nothing about it except punish the one who tells them the truth about what happened. It is so sad that they allow this to happen. The school needs more control and to take action with the bullies.
