Is this normal?

My son is 2 years eleven months old. At his pre K school a teacher mentioned that his sounds as a baby cry. (Not thet he is a crying baby but he actually sounds as if it was a younger child crying) She also noticed that my son repeats everything you say to him but doesn't seem to understand concepts very well. I am looking into having a speech pathologist evaluating him for posible speech delays since his vocabulary isn't very extensive. Any other suggestions? Is the cry something I should be concern, if so with what so I can look into it.
