Consider that gastroesphogeal reflux or GERD i.e. heartburn can/does affect children too.  Throat clearing can be that as well as a "tic" or habit behavior.  consult your pediatrician for a diagnosis and help with the problem.

Giving him water instead of soda/pop will clear this problem. Must be the acid or fizz in soda that causes this. I used to have the same problem and after not drinking soda for a while it went away.
