My 7 yr old grandson talks all the time in school.  He is grounded at home most of the time for this but it doesn't seem to phase him.  The teacher has moved him around the class to find a better spot where he won't talk to his neighbors but it's not working.  He still talks.  He's very smart, I just think he loves to talk.  He's very talkative at our house but doesn't interrupt.
