Hi Cak1960!
It could be shyness or low self esteem and since I can dig into all the issues, one thing that has helped hundreds of kids I have worked with is my CD to build confidence using guided imagery and will change their belief system to be more positive.  It works!!   It is like changing one's mental software.  
Read and discuss inspirational stories.   I had written a book, Winning!  How Winners Thinks...What Champions DO and have found that discussing each one of the people interviewed and how they overcame obstacles really helped empower kids.

7th grade (so she's about 12) this can be a difficult age, lots of changes are taking place.  I can see that you are concerned, but without more information, I don't really know how to help.  I've provided some links that may give you some information about helping your daughter achieve confidence and boost her self esteem.

Teenagers have a difficult job of figuring out who they are and where they want to go in life.  Having low esteem and perhaps emotional issues makes that journey even more difficult.

Talk with your daughter about her feelings.  Find out what she is worrying about.  Does she seem to be depressed?  Does she think that she is depressed?  Do you see her cry a lot, is she sad most of the time, or moody?  If she is depressed, seeing a therapist who works in a team with a psychiatrist might help your daughter in figuring out her feelings.  Therapy might also help her with the low self-esteem.  Ask your daughter's regular health care provider about a referral to pediatric therapist in your area.
