His teacher sent him on an errand with another boy, and he ran ahead, hid behind some bushes to scare him, and then jumped him causing him to fall.
The school officials are upset.

Your grandson may benefit from basic social skills training which is often provided by school guidance counselors. This way he can learn about behaviors and consequences in a way that will make "sense" to him.
