My adopted child at 13 is behind in school.

My daughter at 13 is behind in school. She is supposed to be going in the 8th grade and she still doesn't know her division or how to write faster with paragraphs or even read at a regular rate. I don't want to see her kept back but need any suggestions. A lot of her being behind was because of her adoption. Where she is from the education is nothing like ours but she likes to learn.
