Somewhere in the 5 year old group is a good start.  Prior to that time most children are aware of differences in body parts, but not fixed on them.  Play is play.However, after that age exposure accidentally could bring on comments in a joking fashion.  The real answer is based on the family. At whatever point the guardians feel it is appropriate, that's when it should happen.
