Noises do not affect concentration at all. Loud noises or other chaos happening. They can concentrate perfectly when noise levels are going on and other interferences through meditation or through practice. If we let noise levels affect or lower our concentration, it is because we are weak minded, lack discipline and focus. Proof of this is when we are focused on something very well like when I am playing a video game my friend can talk to me and I don't care what he is saying, I really don't hear him because I am so focused on what I am doing. A few minutes go by and he leaves in a fit. I look up after he leaves and have to think back and remember what he said when he was standing right next to me because I literally did not hear anything he said. Proof. Hope this helps.
