It is great that you are looking into resources for children who are pulling other children's hair.  How old is the child who is doing the hair pulling?  It may be easier to make suggestions if I know the age.

 I did some sleuthing online, and this is what I found:

This is a workbook for children and teens who pull hair their own hair.  I know you are looking into books for children who pull others' hair, but I thought this may still be helpful
