How to help your child defend themselves against bullies?

My daughter who, up until a month ago, is a very happy, active and popular 10 year old.  She struggles learning in school but tries very hard and until recently it has never been an issue.  She has now shut down in the classroom as a group of boys laugh at her if she makes a mistake reading or answers a question incorrectly.  These boys have gone to her girl friends and told them that she is to "stupid" to play with them.  Believe it or not she has lost one friend do to this.  She last week wrote a two page letter about how horrible she feels as school.  Yesterday a boy blew snot in his hands and wiped it on her lunch and milk.  The answer from the school seems to be that they do not know what to do.  She cries frequently at school but will not confess the names of the bullies or what more is happening because she thinks it will lead to more bulling. We are at a loss on what to do.  We live in a very small community and would love to confront the parents but not sure that is the way to go.  Please help!
