In many states students must pass the state or local tests, both sections, to be eligible for being passed. Sometimes there are exceptions to this requirement, so you need to check with your local principal.

However, do not be surprised if there are no exceptions to this requirement. These requirements have been in place in many states, and with the passage of No Child Left Behind it has become a major new requirement for those states not already requiring a certain minimum score to be promoted to the next grade.
