can my child start kindergarten this year he turns 5 on december 13 and the cutoff date is december 2nd and he already did pre-school.

You'll need to contact the school and/or school district with this question. Many schools do not allow exceptions for enrollment past the cut-off date, but you'll need to get confirmation directly from the school or district itself with regard to their policies.
