What is considered educational neglect and why doesn't the school systems want to get involved?
A child was held back in her first year of school because her attendence was low and the mother was already charged with neglect on her other younger child, so the mother moved to another town to avoid harassment and the child has already missed several days after transferring mid year. Why doesn't anyone look into this?
