Hi lsheppard,

I did a little research, and it appears that the "rigorous secondary program of study" is defined by each individual state. Participation in such a program may qualify post-secondary (post high school) students for an Academic Competitiveness Grant for college.

Below, I've included a link to a page on the U.S. Department of Education's website for the recognized rigorous secondary programs of study for each state.
