I have a cousin who is 7 years but have not been to school. At what level can she start schooling?

Hi Harry,
School age in the US is 5 in order to start Kindergarten. At age 7 in the US she would most normally be in the 2nd grade. You do not say whether she has had any schooling? She would need to be tested to see what grade level she could enter, both academically and emotionally.

This is usually up to the school administrator. Take them there and they will be able to tell which grade she is ready for both socially (to make sure she is not so much older than other students that it makes social interactions more difficult for her) and educationally (to make sure she isnt so far behind students she cant catch up.
