Is she delayed in other areas? If not, I would want to make sure her hearing is fine. Some children just take longer to get used to the commotion of other people. If possible, take her for a play date with only one other child and facilitate an easy game between them, like a matching game. She may need encouragement to participate, but if you build her up slowly, she should come around.
