According to the FAQs on the Florida Department of Education's FCAT website, "Requirements of FCAT scores for passing to the next grade level are set by school districts throughout Florida, as stated in each district’s Student Progression Plan, as permitted in s. 1008.22(2)(c), F.S." http://www.fldoe.org/faq/default.asp?Dept=179&ID=1180#Q1180
This means you need to contact the school district for your daughter's school to get the right answer to your question. You can use Education.com's SchoolFinder resource to locate their contact information. http://www.education.com/schoolfinder/
To find the district's contact info within SchoolFinder:
>First, if you already know the district name, simply type that into the search bar on the SchoolFinder homepage. That will lead you to their page within SchoolFinder, which includes their contact info.
>If you don't know the district name, type in the name of your daughter's school in the search bar on the SchoolFinder homepage. Find the school in the search results and click on its name to get to its page.
>The district's name will be listed and hyperlinked right under the school's contact info at the top of the school page. Click on the district link to get to their page and contact info.
Then call, mail or email the district to find out their promotion policy with regard to the FCAT.
