Not much.  At three it is late to start this behavior.  Has anything changed?  Try using a "prop" such as something else for her hands and wrists such as bracelet bands, safe appropriate small toys etc...Ask her and see what she says. usually it is mindless behavior or fear behavior. use warmth and encouragement but it  generally passes in time.
