To my knowledge the youngest age admitted to the Headstart preschool program is 4 years old. Hope it works for you and your daughter!

She needs to be 4 by October 1st I believe. Call because there are exceptions; such as low enrollment classes will take the child once she turns 4 during the year. Special needs kids also have programs for younger ages.
