I'm not entirely sure what you mean by natural hazard but certainly through time there were natural occurences that would destroy food crops and so cause a famine. Locusts could sweep in or a hurricane or a season without rain - things like that could destroy or drastically reduce the planted crops and so cause a famine.
Can we provide enough food for the people on the planet such that famine never needs to happen anymore? That's a different question and a really big question that people have started to ask.
