You could try craft wire.  It is thick wire, sometimes covered with plastic, that has basically the same flexibility and stiffness as pipe cleaner but without being "furry" so it's easier to glue.

You could also try "Bendaroos," which don't have the fur problem that pipe cleaners have. They are bendable and hold their shape, however, they are a bit waxy and therefore still may present a problem when it comes to gluing. Still, they're worth a shot.
