In this case, I believe the student is given a number (ex: 1,234,603) where one number is bolded (like the "4" in the example), and then is asked to give the place (math) value. For this number, the place (math) value would be the thousands place (4 thousand). For decimals, the first number past the decimal is the tenths place, then it goes from there (ex: 0.45278, where the 4 is the tenths, the 5 is the hundredths, the 2 is the thousandths, etc).
